		<description>You may be right.  However, I take issue with the word &quot;mandate&quot;.  52 to 47 in the popular vote does not smack of mandate to me.

Look back to 1984.  59 to 41 in the popular and all states except one going to Ronald Wilson.  In my mind that is the only way to define a &quot;mandate&quot;.
